Put in new element?

Since putting new element at bottom of oven. Oven staying on. Have to turn it of at the mains.

When the old element blew, the contacts inside the switch welded together by the rush of power before the fuse blew. You need to replace the thermostat switch. To prove it just turn the thermostat switch on & off slowly. You should hear a distinct click when it turns on. No click means it is permanently on.

you have connected the element up wrong or you have a welded contact on a selector switch at a guess
