how can i fix my 1998 mondeo turbo diesel?

when it starts from cold it cuts straight out,i am unable to get over 3,000rpm from it,when it eventually idles it is very erratic.it also doesn,t feel like the turbo is working.......i have replaced the turbo,fuel filter and primer,checked timing and replaced belts......i had it put on a scanner and it is coming up with....FUEL PUMP CIRCUIT MALFUNCTION. if anybody has come across this problem before i would be very grateful for the advise...

If I were you I would change the Fuel injection timing solenoid
first. Unfortunately I have not got the car in front of me to check. However change this first then if no joy move onto the fuel lever posistion sensor. The components can be checked individually but you have to know what to check.
If it's neither of these two then it could start to get expensive.
