Sewing Machine -bobbin wont pick up?

I have a Frister Rossmann 972. Current problem is that the bobbin wont pick up when trying to thread. I have oiled bobbin area, thoroughly cleaned underneath, changed needle but it seems the timing is out. Is there anyway I can fix this without taking it for repair?

timing check as follows:remove needleplate,bobbin,bobbin case as to get clear view of hook and needle position. turn handwheel and observe position of hook point in relation to needle eye when needle is on upwards motion.basic timing suggest when needle is aprox 8mm from dead bottom the hook point and needle eye should be close together.also check that needle is very close almost touching back of needle.your machine should have the flat side of needle facing backwards,just make sure about that.get back if you unsertain
