berlingo van 1.9 diesel 2001 y reg.rev counter going up and down when driving or on idle,losing power then cutting out and finding it hard to restart?

Could be a number of things but my first instinct would be to look for an air leak,bend the fuel pipes in your hand if there is signs of cracking I would change them,if you haven't touched anything i.e changed fuel filter or pipes before this problem arose then I would put it down to wear and tear first,it's drawing in air on the fuel line.
