Patented drain cap turns half way but would not open?

I have drain the water by partially opening the drain plug unti-clockwise but the plug stopped half way and am unable to remove it. Any ideas please

IT is probably jamming with debris. Lean machine back against wall 45 degrs and twist cap forward and back repeatedly and debris should fall back and allow cap to unscrew.
