my car wont start?

hi there iv got a 2.0ltr gti mk3 golf it wont start iv changed coil pack ht leads dizzy cap spark plugs earth leads but theres a relay 167 that makes a strange noise nd nnown again the dizzy cap would make the same noise the car has an emobiliser would that cause the problem ????
