Suffolk Punch fly wheel?

I've got an 11 year old Suffolk Punch mower. The blades are engaged by a fly wheel resting on a belt running off the engine. The fly wheel has started falling off its spindle and I can't see how you fix it place. Can anyone help please?

Are you referring to the centrifugal clutch assembly on the engine crankshaft? If so, it's prevented from slipping on the crank because it's keyed, and secured by 1 or 2 square headed bolts. Nothing technical about it.
