upper thread not catching on bobbin thread?

I have a Singer sewing machine model 449 and despite having cleaned it all I cannot get the upper thread to catch on to the bobbin thread. I have rethreaded both the upper and bobbin thread several times. What can I do now?

you will have to remove needle plate and bobbin to get clear view of hook.move handwheel in normal work direction and observe when needle start upwards stroke.approx 4mm from bottom turn see if hook is close to needle eye.timing is correct when needle eye is ,2mm above hook and hook point just in line with lh side off needle
