Some other alternatives include:

IrfanView - FREE. Fast and lightweight. Good for converting image from a format to another, resizing and croping, rotating, red eye reduction, colour swapping and adjustment, possibility to apply many filters. Can affect the whole image or only a small sellection. Can copy part of an image into another, but only on a rectangular sellection. Easy to use, almost no learning curve.
Run on all versions of Windows.

The Gimp - Heavy duty image editing, composing and authoring. A direct, and free, concurent to PaintShop Pro. Can layer images with customized transparency, apply distortions, mix painting and photos, TONS of filters and effects with the possibility of creating your own. Extremely powerfull! Be ready to spend a good amount of time learning to use it, then some more to become profecient.
Multi platform. Available for Windows, Mac and Linux. The source code is available if you want it.

With a little search, you'll find several others free offerings.
