My AEG D8800-4-M is warm but won't heat up enough to cook?

My AEG D8800-4-M grill is not working. It lights up when turned on and the grill bars feel quite warm to touch, however it is not heating up enough to actually cook and the grill bars do not turn red. Can anyone advise what the problem is? Would this be the element? My bottom oven is working fine.

element needs testing with a multimeter as one half of it might of blown.touch a piece of paper on both inner and out elements and see if paper starts to burn.be careful.this will visually tell you if both elements are energized/working
