Try that mouse on another USB port of the same computer.
Try it on another computer.
If the mouse don't work in both cases, it means that the mouse is broken. It's not worth it to try to repair it, get a new mouse.
If it work when connected to another USB port of the same computer, or in another computer, the computer have a bad USB port.
If may be only dirt. Insert and remove an USB connector in the port a few times. It should clean the contacts.
If two adjacent ports don't work, the controler for those ports is dead. This CAN NOT be repaired as it affect the motherboard itself.
