if the primer bulb is broken then you've got an air leak in the system which will affect the petrol flow to the carb and hence the running of the engine. Most bulbs are pretty similar so you may be able to adapt one from some other make/model of engine.
I'm pretty sure you'll not block it or seal it in anyway.
