1990 cadillac seville relay fuse panel location?

The manual only states that the panel is located beneath the instrument panel. I'm not looking for the one housed within the glove compartment or within the engine compartmentWhere is this other panel located?

I forgot that on some there is a fuse panel behind cover in trunk behind the rear seat and some had a fuse box under rear seat

Theres one under the driver side dash in the footwell ....might have to drop lower kick panel
