Possible problems:
1 - Water coming into water heater of machine is cold and machine does not have enough time to heat up (Building hot water tank too small or not able to heat up sufficiently itself)
2 - Contactor or Relay that clicks ON to allow power to heating elements is beginning to die. When these start to die they sometimes work and sometimes do not
