Has the belt gone on my Hotpoint CTDOOP?

The machine makes a noise when its switched on, but the drum doesn't turn.
How do I tell if the belt has gone?
AND how do I replace the belt please?

if its a humming sound comming from the motor you have a faulty capacitor, it is located near motor with two wires attached, remove side panel to gain access
