Is caller id broken?

I get no dial tone but when someone calls me the phone rings very softly and when I pick it up I hear a phone ringing in the ear piece but very soft also. Is there something wrong with the caller id? I tried a new phone and same thing. It's a Southwestern Bell model #FM112

its not your phone thats the problem its your wiring in side or out i would say you have a shared electronic line called a dax system so what you hear is the other person sharing it with you or your feed wires from out side in a joint some were are damp and your wires are what we call hr diss so call an enginer.

What makes you think that it has anything to do with caller ID? It's probably your house wiring or too many phones plugged in.
