How can I fix my VINTEC V40SGESS 40 bottle wine cooler?

How can I fix my VINTEC V40SGESS 40 bottle wine cooler. The motor is running all the time but it is not cooling to the set temperature of 18 degrees. Actual temperature is 22 to 23 degrees Celsius (about temp inside house).
