where are the fuse boxes for a 1999 passat 4 cylinder?

You should find the fuses under a plastic pannel at the righthand edge of the dashboard. The pannel is located between the door and the dash, when the door is closed. Pry the cover off with a blunt object, it is tight as is held on with strong metal clips.
