how do u set the carbs fit a new exhaust pipe and seems heavy on fuel and it flood the engine

you've got poor MPG possibly cos one or more of the carbs are flooding, remove float bowls and check the floats for puncture, you will see or hear fuel inside it, replacement is the only remedy/sticking or jammed float movement/dirt or water in needle jet/worn needle jet and check for correct float height.
