No power to Hotpoint dryer ?

We installed a Hotpoint dryer and had to replace the three wire connection for a four wire. The 1st cord was a used cord from the previous dryer. The dryer turned on, but did not produce heat. That cord was replaced with a new cord from Lowe's. Cord was connected the same way, but this time no power to the dryer at all. Replaced that cord thinking is my be defective, still no power. What could be the problem?

A proper 4 wire installation will look like this:

The red and black wires (both supply 120V) must be attached on the left and right side of the terminal block.
The white wire (neutral) and the internal green wire (ground) must be attached in the middle of the terminal block.
The power cord's green wire (ground) must be attached to the left on the housing where the green screw is located.
