It means the control board is getting a bad reading from the cold water valve circuit. It may be a faulty valve, bad connection on the wiring connection of valve or a fault in the control PCB itself. 90 % of the time it is a faulty PCB and control board will have to be replaced. Repairing the PCB is not a DIY job.
