why is my engine over revving in idle?

I have a 2.0 16v williams engine in a volvo. It has been checked over by a garage and its nothing to to with fuel, air, throttle cable etc. What are the other possibilities? Electrical?

i took it to a garage they checked everything over mechanical. its baffled me, im sure its electrics but im useless at that. thanks for the tips though pal. if it isn't any of that its going to the auto sparky!

Does it allways idle at 3000 or biuld up to.like the throtle jaming.could be crank breather,or Idle control valve,have you checkt the throtle butterfly is closing every time,,is it an electronic throtle fly by wire,could be throtle peddle,hope this is of some use,

its revving near 3000 rpm. Surely this is way too high even for a high performance engine? Is there any loose connections it could be? What would you say is a suitable idle rate? 1000-1500?

Engines modified for power at high engine speeds, such as auto racing engines, tend to have very rough idle unless the idle speed is raised significantly. In addition to this setting the idle speed too slow can result in very low oil pressure when the engine is hot, resulting in faster wear and possible seizure.
