have resolder relay pins still not hot water is there any fuse for the heater or can the relay be no good and needs to be replaced

resistance is good usually around 29ohms so that is fine.Pressure switch is a switch so at certain levels the contacts will change from normally open to closed.you can test this with your meter and filling with water manually.would be good to test pcb output to see if that is outputting power to the element 1st.BE CAREFUL

the heating element resistance was 28. Should you get any resistance out of the pressure switch?

bad solder joint on heater relay. Not always easy to see.resolder the relay pins. What was the heating elements resistance?.could be wiring and also could be pressure switch issue
