Rover 25 fuel problem?

I have a Rover 25 1.4 petrol. The fuel pump is running but no fuel coming out of pipe. Have changed pump and put another £15 petrol in tank. Still the same. I have put a presure gauge on pipe and it records no presure on either pump.

dis connect pipe to fuel rail & blow down it hard then try & get fuel up
had this happen afew times on rover 200 series
