i had a power cut earlier. the scantronic alarm 9651 has a red light for engineer. i do not have the code to type in

It's asking you for a recognised user code input to reset the system and stop the bleeping,

Unfortunately if the user code isn't known,then the only way is to perform a 1st stage reset to default or get a pro out.
