Should Ignition key be able to be removed when in acc. or run pos?

Should I be able to remove the ignition key from a 1966 Pontiac Catalina ignition switch when it is in acc. or run pos. It was left in run pos. , removed and left for awhile draining the battery. Is the ignition switch worn out?
