Baxi combi 80Eco.Why does the fan make many attempts to start?

The water is taking longer and longer to heat up and the fan keeps struggling to start.Does the fan need to be changed?the appliance is almost 11years old.

if CH in kitchen & if you do a lot of greasy cooking fan"motor" can get gunged up. electronics wont allow firing if fan does not work. try WD40 or similar to flush the small unit on top of the fan box, if there is a small "propeller" on the shaft take care not to break it. Done this for about 20 years on similar baxi fan unit.
