Strip down the brakes it will be any or all of the following; sticking / siezing hand brake cable, build up of brake dust in the drum, hand brake cable lever on the brake shoes siezing / sticking, if you have disc brakes on the back of your car and the handbrake cable operates the handbrake via a lever on the brake caliper you may find the caliper is sticking. If any of the above are the fault then it is clean, lubricate (copper grease) or replace if it is beyond help.
