motor will not slow?

I have a Champion petrol rotary lawn mower R484SP which does not respond to the throttle to slow after starting.Have read user guide (not very helpful so what can I do.Any suggestions welcome.

follow the cable to the actuator that makes the engine rev.possibly something got damaged/stuck on carb
