ford fiesta mk 6 hand brake not holding?

fitted new shoes and adjusted the hand brake cable as tight as 3 clicks but car still does not hold where am i going wrong

you need to let adjustment off handbrake before you adjust shoes [as cpc said] then finally adjust handbrake.
