A fridge is usually set to around +5 Centigrade - stuff on the top shelf near the back may tend to freeze - put meat in this place but not touching the back wall. Salad stuff goes in the "crisper" (I have no idea why they call it that) at the bottom - often in its own box. This stuff likes to be about +10.
The freezer likes to be about minus 18 centigrade which is Zero Farenheight - set by Clarence Birdseye who liked round numbers - but -21 is OK for a freezer - it just costs a bit more in power.
You do not say the make and model of your fridge/freezer - it would be strange for a fridge not to have a temperature control - have you tried to make an adjustment?
If you have set it to run at a certain temperature and it's ignoring the control setting - then call an engineer - the manual will not necessarily help you.
They never say very much anyway.
