If your fan doesn't work the thermostat will cut out prematurely and you will get low heat. if you have no heat at all the element will be faulty. If the other oven is conventional with no fan then you could have an element gone as they have 2 elements. Faulty thermostats 9 times out of 10 will cause the oven to overheat rather than low heat.
