I have a Vaillant thermo compact plus 628E ?

Please can any one advise me on what I can do with a F23 fault on the boiler.
Done flush and changed the pump!!!
Please please.
It comes on/off then after with fault code F23

blockage is system need power flush ,or add cleaning agent in system F23 pump out put is too low also clean NTC
