Hi,
It's a common problem - usually you can get a large screwdriver or other lever under them and lever them up. One way or another, they will have to be moved - there's no other way to remove the PGC short of taking the whole mechanism off the tractor - not really practical particularly with 70 kilos hanging on it.
Heat may help - but there's a fair amount of metal to heat up - a domestic blowlamp may just do it, but you may need to resort to a welding torch.
Once off, work them back and forth and properly grease them. I recomment that the PGC is removed for serviceing once a year anyhow - this is a good time to re-grease them to prevent it ever happening again.
