What do you expect us to tell you that you don't already know? It is not right to have any voltage present on the metal body. Why it has can't be diagnosed by someone on the other side of the internet. They need to be there to visually look and test certain areas to fault find. Call someone out to repair it. Do not continue to use it. Unplug it from the wall socket until it has been fixed. It is dangerous as is.
