Usually its just the bulb but its possible the old bulb blew down in its thread causing a dead short on the pcb damaging the pcb. Need to get to the leads feeding the bulb holder and test with a meter. Are you sure you have the right new bulb as it is usually a small ses thread which wouldn't fit elsewhere to test except perhaps a cooker hood. Cheers
