hotpoint fridge/freezer mistal?

Having probs with temp on freezer always when climate changes. I had someone out but not reliable. My son says it is the fan as it keeps stopping if I blow a fan at the bottom grill it helps.Do I need a fan replacement and could my son fix it Thank you
