Try 2 things.
1/ It could be worn motor brushes, so buy a set off ebay and fit them. You will have to remove the motor but it's not too difficult usually. They're fairly cheap.
2/ Your outlet pump could be blocked with stray coins and other debris. Follow the outlet hose back to find the pump, remove the hose/s, remove any debris. These 2 things cover around 80% of washing machine faults.
