i have a direct bike retro db50qt-a how do i de restrict it? ?

Its not on carb or in exaust.its only goin 28mph.please help me.need It sortin as its rate upsettin me now.my other scooter Was easy Was Just on carb, Im totally gazumped!!

take top of carb off, under this cap is a thread with two nuts, unscrew large nut leaving just the smaller nut in place, replace cap. Not sure what exhaust you have but should be a restrictor in it as well.
