How do I fix the halogen hob on my Hotpoint EW81?

Hotpoint EW81 Halogen hob will not regulate temperature, it is either on or off with no in between.

Halogen are just on or off.the on/off times control the heat.Kind of confussed unless once switched on it stays on constant until you switch it of??? in which case fit a new regulator for the faulty ring!
