How can I stop the leaking from the discharge pipe ?

Water is discharging from the discharge pipe continuously on 28I RSF Boiler.
It was flowing even if I turn off the boiler power and water connection.
Now pressure gauge bar is showing .5 and stop the leaking.

Please advice
