Hotpoint WD440 no load on the heater element?

We have a one year old Hotpoint WD440 and the dry cycle isn't heating up. I posted a question saying as much and it was suggested I test the element and the load during the dry cycle.
I checked the element and there is continuity.
I carefully taped a voltmeter to the spade connectors and I am getting no load during the dry cycle. Occasionally I see 5, 15 and once 44 volts register but only for a second. One thing I did notice is the element has a sensor of some sort connected by a 2 pin plug. Without this connected the washer goes into mode which can only be terminated by unplugging the mains.
Any suggestions?

It was the cut out that had failed. It is a once only so I need to replace it. The reason it had failed was the fan had come loose so no air was circulating.

robert on the top of the element housing ther are some cut outs some of them have a push button on top to reset them try pushing them quite hard
