white knight WK427 tumble dryer?

Hi my tumble dryer does''nt work on the low setting, but works on high setting.what could be the problem?

heater faulty.it is 2 elements in one.one for low heat and one for high heat.I suspect on high heat you are only actually getting low heat due to one side of the element being open circuit.easy to test with a multimeter
