Wipers stuck?

I went to my car (Citroen Berlingo Multispace 53 plate) this morning and the wipers were stuck in the vertical position. They wouldn't work, neither would the washer although the rear washer and wiper were OK. I was thinking it was a fuse or the switch that's broke, anyone any ideas?
