Grill element on Zanussi cooker only heats to warm?

I have a double oven Zanussi cooker about five years old (sorry don't have model number). The grill in the top oven has stopped working correctly; it only reaches a low temperature and doesn't glow. Took me 20 mins to grill a slice of toast and even then very pale. Is it the element or the thermostat and is there an easy way to remedy it?

feel you need to test the grill element now with a multimeter to determine if they are OK or not then if element is OK you need to test thermostat works and selector switch works

Thanks for this advice CK. I've tried it but neither element lights the paper. Holding my hand close to the elements, I detect warmth rather than heat from the outer whilst it is definitely cooler under inner.

switch grill on and set thermostat to max.using strips of white paper hold them against inner and outer elements and see if they start to burn.this is a safe effective way of testing if elements are getting hot.If only 1 gets hot it could mean it requires a new grill element but with a test multimeter you could prove this in 10 mins
