Loss of power?

How would I know if turbo on my is acting up on my 07, d4d there is no power for first twenty or thirty seconds when my foot is hard on pedal and then it takes off leaving a lot of smoke.

check for split vacuum hoses to the EGR valve also the EGR valve may be clogged up, give it a good clean with some EGR cleaner.
