Hoover Nextra HNL 642?

My mother got a washing machine (second hand) but in a very good condition. Its a new type with only cold inlet. My question is that the machine doesn’t seem to take enough water no matter what the load weight. (Its auto variable capacity)

She had a Hotpoint before and it used to have plenty of water in the drum that can be seen, but this hoover only seems to take enough to soak the clothes bit no water can be seen in the drum for a good wash and rinse?

I know it’s a new eco type where it saves on elec and water but surely there has to be some water showing at the bottom of the drum for a good clean?

My mother says this machine don’t really wash or rinse the detergent out of the clothes like the Hotpoint machine did?
Any ideas, or is this how the new machines work, if so is there anyway of increasing the water intake for a wash?
