It can be a question of settings or software based problem.
It may be disabled.
From the controll pannel when logged in as Administrator, open the devices manager.
Look at "Mouse and other pointing devices".
Make sure that the pad is enabled.
There may be a problem with the drivers.
Check the relevant drivers. Try to update them. You may try to uninstall the drivers and reinstall them.
It could be a hardware problem.
Check the connections of the pad. It could be as simple as a disconnected connector.
It may need to be replaced. Not all pads can be replaced.
