Bissell pro heater model 9400e turbo brush motor has power in positive no negative which comes from a circuit board is dead I cannot check if motor is ok or the printer circuit is gone please help

if you can help me.can you tell me why my bissell belt rides over the brush and moter drive i went out and bought a new belt and it still runs over sprockets plese help machine is not very old about 1year and not very much use.thank you.mr louis legora (973 527 3466 )
