Westwood T1400 Not Turning Over?

Good battery 12 + volts
When I turn the key to start am only getting 2 - 3 volts at the side of the soleniod wich feeds the starter motor so either the engine spins very slowly for a couple of turns or does not spin at all.

I assume that I should have 12 volts in and out of the solenoid? I tried shorting across the HT connections on the soleniod but this did not spin the starter motor.

Check the volts at the battery, if low replace battery, if battery is still showing high then replace solenoid, it can also be the key switch or wire from switch to solenoid.
